Frequently Asked Questions
White Card / DOL / EEOICPA
What is the “White Card” and how do I know if I qualify?
The White Card is a Medical Benefits Identification Card issued by the U.S. Department of Labor (DOL) under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). If you or a family member worked in a DOE or contractor facility and developed a covered illness, you may qualify for up to $400,000 in compensation plus lifetime medical benefits. Hand N Hand helps you understand eligibility, gather documentation, and connect with trusted resources to apply successfully.
I applied for the White Card before and was denied—can you help?
Yes. Many clients were denied before working with us. We’ll review your denial letter, guide you through re‑submission, and connect you with experienced DOL‑approved advocates/attorneys who specialize in appeals—often without heavy retainers or upfront costs
What if I can’t afford an attorney to apply for the White Card?
Legal costs are a common concern. We partner with trusted advocacy groups and attorneys who support energy workers and families in applying for EEOICPA benefits with minimal to no upfront costs. We’ll walk beside you step‑by‑step.
Can my family be paid to provide care under EEOICPA?
In some cases, yes. If the beneficiary qualifies under certain EEOICPA pathways, a family caregiver may be eligible for compensation. We’ll help you determine eligibility and navigate the paperwork.
Home Healthcare & Therapy
What types of services do you provide?
We offer Skilled Nursing; Physical, Occupational, and Speech Therapy; Medical Social Work; Personal Care & Companion Services; Home Modification support; and SmartCompanion technology. Each plan is tailored to your goals and needs.
What’s the difference between medical and non‑medical care?
Medical care includes skilled nursing and therapy services under a doctor’s order. Non‑medical care includes personal support, companionship, and daily living assistance. We often combine both into one coordinated plan.
Who provides the care—and are they trained?
All caregivers and nurses are background‑checked and trained to Hand N Hand standards (licensed when applicable). We match caregivers to clients by skills, experience, and personality fit, and we monitor quality with regular check‑ins and family feedback
What kinds of activities will you do with my loved one?
Care should bring joy and engagement. Our team encourages conversation, light exercise, music, games, crafts, gardening, and community outings—always matched to your loved one’s interests and abilities.
What if my loved one’s needs change?
Care plans are flexible. If needs increase or decrease, our nurse/care coordinator adjusts the plan and communicates with your family promptly. Our goal is personal, consistent, and adaptable care.
Family Support & Cost
What does care cost—and what benefits cover it?
Costs vary by level of care and coverage source (EEOICPA/DOL benefits, VA programs, or private pay). We help you understand benefits so you don’t pay for services you may already qualify for under federal or veteran programs.
Do you work with Veterans?
Yes. We proudly support Veterans and surviving spouses through programs like VetAssist that can help pay for in‑home care. We’ll help you check eligibility and coordinate services.
How do you protect client privacy and safety?
We follow HIPAA confidentiality standards and strict safety protocols. We maintain secure records and treat every home with respect and professionalism.
What makes Hand N Hand different from other home‑care agencies?
We’re locally owned, community‑rooted, and experienced in both traditional home healthcare and federal benefit programs like EEOICPA. We handle complex coordination so families can focus on health, dignity, and time together.
Getting Started / Contact
How does the intake process work?
Start with a free consultation or in‑home assessment. We review goals, care needs, and benefit options, then design a personalized plan and match you with the right caregiver or clinical team. Services can often start within days of approval.
How soon can services start?
In many cases, within 3–7 days after your initial consultation—depending on benefit approvals and location. For urgent needs, we try to expedite scheduling.
What areas do you serve?
We serve East Tennessee—Oak Ridge and surrounding counties (e.g., Anderson, Knox, Roane, Blount, Morgan, Sevier, Campbell, and Loudon). If you’re outside this area, we may coordinate services through partners—just ask.
